Blue / Green Flags

I have been asked a question by our Parks Department as to whether they need to Advertisement consent to display a Green Flag within a park to highlight that the park meets the highest most standards for a Park. Apparently it is simlar to the Blue Flags flown on good beaches. I have checked the regs and with the exception of national flags and construction site flags all other flags need consent. The flag in question is just plain green nothing else. Seems a bit silly to ask for an application but the regs say that one is required. What do other Authorities do for Blue flags and / or Green flags?

Jon. Can it not benefit from deemed consent under Class 1 - Functional advertisements of government departments and their agencies, local authorities, public transport undertakers, statutory undertakers and Transport for London. I successfully argued this when my LPA were asking my kids school for an application for their 'Eco-School' flag! Mike
