Change of use - advertising requirements

Working on a matter where the local policy is a 12 months' advertising requirement with no take up to demonstrate suitability to change buildings from B1 use to live/work or residential. Question is whether the B1 buildings must be entirely empty for that period (half of it has been occupied in this case) or if the fact that no new tenants have taken vacant space equals compliance. Any views on how this standard policy is deployed in your area? On a related point, anybody know of any development with CALG's consultation of changing Use Classes to permit such a change, ie B1 to C1 etc.?
