Vanguard Systems Thinking

Has any LPA considered introducing the Vanguard method of systems thinking in terms of the processes surrounding planning applications as part of a service review and improvements to customer service? We have met with Vanguard consultants and are in the process of exploring whether their methods would actually work. It would be interesting to get the views from other LPAs who have undertaken a similar exercise including those who have successfully implemented it, and those who decided not to, and for what reasons.

At Stroud we use Vanguard for all parts of the Council service. We have found it invaluable for reducing failure demand. One word of warning... don't use it for the professional deliberations... just the admin processes. For example, the statutes do not say that a site notice must say why you are placing it on a site, merely that one must be placed. So stop putting site notices up that say "because it affects a listed building" a general site notice fulfils all the requiremenst... that way you don't have to stick another one up if you notice it affects a footpath as well.
