Pre application discussions with councillors and pre determination - Public forum - Planning Advisory Service (PAS)

We are about to start a piece of work on this, with the aim of producing a guide /some advice for councillors which will facilitate them engaging in pre application discussions and still being able to be on the decision making committee. I have had a quick look at some information ( such as the PAS Cllr briefings) but could not find anything published that takes into account the Localism Act, or can I find a model code of conduct that Solace/LGA are down to produce. So, my question is has anyone done an updated guide/advice that they would like to share?
