Removal of planning condition to re-instate permitted development rights

If a house is subject to a planning condition, which prohibits class A and E permitted development, what is the best way to obtain permission to build a wooden garage/store in the garden and a small ground floor extension - 1) Apply to remove the condition prohibiting permitted development? or 2) Apply for planning permission for the garage/store & extension? Thanks

It depends. If you want freedom to add further extensions and outbuildings in the future then obviously an application to remove the condition would be best. There is a fee for this of course. If it's just the two projects to which you refer - and they would both otherwise be PD - I would suggest just making an application for those. There would be no planning application fee and the LPA would only have to consider those specific "small" developments. IF you applied to remove the condition the LPA woudl have to consider the impact of you carrying out all permissable developments under Class A and E; and there must have been a reason for removing those Classes in the first place....
