Planning Application for a scheme which is reliant on a separate applicatio

I am currently grappling with the planning strategy for a proposed scheme involving residential, retail and highways infrastructure. The strategy devised to date seeks to dissagregate the 3 components into separate planning applications. The idea is to seek consent with grampian planning conditions requiring the implementation of the retail and housing not before the completion of the highways infrastructure (the conditions aren't entirely essential as the built works cannot be accessed without the highways upgrade). I am not certain whether this is legally correct as I was always taught that a planning permission needed to be implementable in its own right for it to be lawful. Does anyone have any thoughts or experience to share on this? Thanks
