Solar farm - Special circumstances in the Greenbelt - Public forum - Planning Advisory Service (PAS)

Hello, does anyone have any experience of solar farms on greenbelt land ? - We have a speculative enquiry as to what would constitute special circumstances for the development of a solar farm for groundmounted solar panels in the greenbelt. Have any other LPAs had to deal with such a scheme before?
