PD when original build has garage in front of dwelling

The dwelling stands back from the highway with an outbuilding (garage converted to workshop and store) separate and closer to the road. Can extension forward of the dwelling but behind the outbuilding be PD or is the principal elevation based only on the dwelling with anything to the front of this requiring PP?

Hi David, For an original ATTACHED garage, an appeal decision has found that its front wall can form part of "the principal elevation". However, I haven't seen any appeal decisions that have dealt with an original DETACHED garage. Personally, I suspect that the front wall of an original detached garage won't form part of "the principal elevation". It should be noted that there are other parts of the legislation for which it makes a difference whether the original garage is attached or detached (e.g. limitation A.1(a), Class A versus Class E, etc), and I suspect that this is also the case for the phrase "the principal elevation".
