Planning application site boundary

My authority has received an application where the applicant is proposing in to develop 2 sites over 1.5kms apart. The two sites are not linked (apart from existing road links and not directly)

Is it possible to do this on one application or should it be 2 seperate applications?

I have never had to get legal advice to back this approach, but we wouldn't accept a single application for sites with unrelated site addresses as it would be impossible to properly record both sites in the Public Register and on our application software.  Where multiple sites (e.g. bus shelters or post boxes) involve common addresses, we do accept groupings such as XX and XX High Street.
