Noise during construction - material consideration for Local Plan?

Hi - I'm helping someone out with their representations to a Local Plan consultation for a very large proposed urban extension which will wrap around a monastery, which is currently in a relatively isolated, rural setting.  They are the abbot at the monastery and whilst they don't fundamentally object to the proposed development, they are concerned that the construction noise and disturbance will affect the peace and tranquility of their surroundings, which is very important to them and their visitors.  Could the disturbance to a sensitive use such as this during construction (as opposed to the final development) be a material consideration when determining whether a site should be allocated in a Local Plan?  Any thoughts gratefully received.
