So I have a development that is converting a barn, which is attached to the main dwelling into a large kitchen and bedroom. They are also extending above that barn and also converting the outbuildings to an annexe. The planner is saying it is not CIL liable because the extension is less than 100m2 so it is minor development but I think that it is CIL Liable.
I don't think it can be a minor development because of the annexe, which is a dwelling. All of the retained buildings have been in use so that is all offset and fine.
I think that they should fill in the additional information form and then apply for the relief on the extension. Any thoughts?
