Just looking for any advice please or an approach taken if you have
dealt with a similar case .....we have a case where the pp was to
demolish 2 houses and build flats. The houses have been demolished so
effectively works have 'commenced' and CIL should be paid. However,
due to a land ownership issue the developer has pulled away from the
site completely and the build will not be going ahead. Should we
still charge the CIL-£80k? Legislation and case law suggests it
should still be paid but it feels a bit harsh.....any help would be
