New open access article on developer contributions for transport

A new open access article is now out on the changing trends in using developer contributions (s106 and CIL) to fund cleaner/sustainable forms of transport (link below). Essentially, we find it to be complicated and leading to different outcomes in different areas due to various contextual and behavioural factors involved. Enjoy.
