Flexible Use under Class D

I've had an enquiry from a man who has a beauty salon (sui generis use). In July 2013 he obtained planning permission for a change of use to an office (B1), however this was not implemented. He subsequently submitted a Prior Notification application under  Class J for a change of use to a residential use, however this did not comply with the the GPDO as the  B1 use was granted after 30th May 2013.

He now wants to submit a Prior Notification for a temporary change of use under Class D, to a A1 or A2 Use Class on the ground floor , so that he can use the first floor  rooms as a flat, for up to 2 years.

Can he do this?

I understand that a temporary change of use from B1 to A1/A2 plus up to 2 flats can be submitted, however surely if the B1 use has not been implemented, then use as a beauty salon is the authorised use and the prior notification is not permissible?
