Restriction on conversions in a street block - Policy

Hi all

I wondered if anyone was aware of a council successfully operating a policy which restricts the amount of conversions to flats from houses in a street frontage using a percentage figure (say 10% or 15% for example) and whether there are any councils that have had this agreed by an inspector since the publication of the NPPF. Otherwise if people know of any Councils that have taken such a policy to examination and then an inspector has rejected it as not being NPPF compliant.

Otherwise if anyone has a general view on whether a policy that has this approach is likely to be found sound at an examination and what evidence could/would support it would be interesting to know.
