I think people tend to be appointed on the basis of availability and whether they are a "subject expert". Often whether they are qualified to be a project manager or have experience as a project manager is an after thought. I dont think the PRINCE2 manaual is much help when it comes to power relationships, tensions & have the ability to negotiate but these are certainly qualities a good project manager need to have.
