It's been kept fairly quiet, but following the abolition of Primary Care Trusts on 31 March 2013 Clinical Commissioning Groups (CCGs) will become Responsible Authorities under the amended (via Schedule 5, Paragraph 84 of the Health and Social Care Act 2012)  Section 5 of the Crime and Disorder Act 1998. This means that CCGs will need to be invited to participate in CSPs, sit on the... See more

null Purdah

We've received the following guidance from the Home Office around Purdah: Purdah   At the last Elections Panel in July, we took away an action to clarify the position around purdah.   There has been some confusion over the different pre-election periods that apply to national and local government, both which are referred to locally, although not officially, as ‘purdah’. ... One of the benefits of having a national role is the opportunity to spend time with some of the best thinkers from across the sector. In the past couple of days I’ve met with two women who are thinking creatively about the changing landscape for the Community Safety Manager, and what opportunities Police and Crime Commissioners may offer for redefining this role.   The first is the... Yesterday saw PCC Day at the LGA Annual Conference, where close to 50 PCC candidates joined around 1,200 delegates in Birmingham for the final day in local government’s yearly jamboree. Below is our report of the day - it's fairly lengthy, but I think that indicates the quality and depth of the discussions which took place.   The morning opened with Ed Balls MP, Shadow Chancellor,... Across the country the PCC campaigns are starting to properly swing. Last week Labour announced its 41 candidates, and seemingly every day new Conservative candidates are being announced, to join a broad raft of independents who've been taking advantage of a head start in campaigning to try and give their campaigns some early impetus. As the campaigning is starting to flow, so too the rise... See more

Last week I was fortunate enough to be invited to speak at the ACPO Conference, in a session entitled "Making Sense of Commissioning" on the PCC day of the event. Given the close links with community safety, I thought it may be useful to share some of my thoughts from that session. Commissioning is  "the cycle of assessing the needs of people in an area, designing and then... See more

In this age of austerity, the question on the lips of many partnerships is - "What will happen to our money next year?" Places have been used to having percentage reductions in grant funding year-on-year - the Community Safety Fund has dropped by 60% over the past two years, making community safety the most-cut part of the public sector - but the introduction of the PCC will see a sea... Ah, year end; that mythical time when finance people get shirty, business plans get spewed out, and everyone desperately waits to see how much budget they’ll be allocated for the next FY. Or maybe that’s just us. We’ve spent March trying to avoid the admin hell of year end, and focusing both on providing our usual country-trotting service with organising some exciting plans for the next FY.... See more

You may have noticed that this blog has moved from its traditional place on the Community Safety CoP to our new home on the Knowledge Hub – and the CoP itself will be following suit by the end of March. The KHub, as it’s known, offers a whole new functionality designed to get people communicating with each other rather than the messageboard/library set up of the old CoP. Watch this... See more
