GUIDANCE FOR COMPLETING BUSINESS CASE SERVICE STATEMENTS
The Business Development Group (BDG) will lead the prioritisation process for the capital programme and other significant business cases. Given the significant reduction in the scale of our capital investment and the clear direction for the council, prioritisation will be essential going forward. Prudent investment will require that one-off investment projects must be considered against all other investment requirements and the available resources.
All Business Case Service Statements (BCSS) will be put through an appraisal process that will consider the financial, strategic, economic, and commercial case of the project. It will assess the value for money afforded from the proposed project and the BCSS will be scored and prioritised. The BCSS will then be taken to Leadership for approval and, if a key decision is required, to Cabinet. Please see the scoresheet used by the BDG to appraise each scheme. The below advice outlines the key information required as part of the completion of the BCSS:
Background, Scope, and Purpose
- A clear description of the scheme, with acronyms explained
- Details of all partners involved and the nature of their involvement
- Details of assets created (new build, replacement, equipment, refurbishment etc.)
- Where is the project located?
- Who will use/benefit from the project (service users, partners, internal, businesses etc.) and how you have consulted and engaged with as many people as possible to ensure that the proposed approach is the best way forward?
- Details of services it supports
