It establishes a common understanding of what the project is aiming to achieve and how it will be undertaken and sets out for the benefit of all Stakeholders, the following foundation aspects for the project:

• Vision and scope of the project – What the project is aiming to achieve
• The business drivers behind the project - Why it is important to meet the stated aims
• The approach and deliverables – What methodology the project will follow and the deliverables and outputs that it will generate
• The high level schedule for delivery – phases, major milestones and decision points
• How the project will be run – Clear and unambiguous view of the project governance,  as well as practical matters regarding version control and storage, along with a communication plan relevant to all stakeholders
• The project organisation - Who will be involved in managing and delivering the project; their roles and responsibilities
• The expected challenges – initial view of risks, assumptions, issues and dependencies
