Introduction

This section considers HERs as information services: it considers user needs, user groups, types of HER search requests and common output types. All aspects of access to HERs are discussed, including access for all, remote access and online resources, and in-person access. The section also considers how and when HERs charge for their services, acceptable use, copyright, database rights and licensing. Outreach and engagement is discussed in the final part section, including audience development and ways in which HERs can promote their service and engage with existing and new audiences.
