This report summarises the lessons learned over the course of the Universal Credit Programme, which ran from November 2010 to March 2025.

 

This report covers the duration of the Universal Credit programme. We have compiled six overarching lessons, with a summary and further detail for each, and relevant quotations from those we interviewed. The lessons were compiled following interviews with current and former programme staff and stakeholders; a review of the many Infrastructure and Projects Authority (IPA) and National Audit Office (NAO) programme assessment reviews and reports conducted; and a review of relevant literature from a search conducted by the Department for Work and Pensions (DWP) Library. The document: ‘A Short History of Universal Credit by the Programme’s Sixth Senior Responsible Officer (SRO)’ (2025), published alongside this report, sets out the reflections of the longest serving SRO for Universal Credit. It includes an annex with contextual information including a summary timeline, some outcomes for the service at this point, and next steps for the ownership of the Universal Credit service. A more detailed timeline is available within the several National Audit Office reports conducted through the programme’s lifetime, in particular ‘Rolling out Universal Credit’ (2018) and ‘Progress in Implementing Universal Credit’ (2024)
