This paper contains the findings of a three year project undertaken by the Centre for Research into Energy Demand Solutions (CREDS) in collaboration with Green Alliance. The paper maps out the people and places that are most vulnerable to poverty due to transport and energy costs in the UK, and models several policy scenarios for a green transition. The authors conclude that with the right combination of investment, regulation and redistribution it is possible to decarbonise the economy in a way that is both good for GDP and employment and reduces levels of transport and energy poverty in society.
